One index for our procedures

A new procedures page lists every standard procedure for content work, such as publishing a white paper, launch images and podcast prep, with where each one lives and whether it's in use, a draft or still missing. The procedures themselves stay next to the work they describe. Separately, Beads now records people by the same short ID used to assign tasks, so you can close your own tasks without an override.
